Step 1

Go to file > new

Set:
Width to 800
Height to 600


Step 2

set a background colour to your document.

Step 3

Type some text in, the text colour has to be white or black. This works best with font type “impact”.

by now you should have something that looks like this.



Step 4

Hold the Control button on the keyboard and click on the little box on the text layer as shown in the picture below highlighted in red.


Step 5

The text should now have lines on the out side of the text like shown in the picture below.



Step 6

Go to Filter > Render > Clouds. Make Sure the foreground and background colours are on black and white. Just push D on your keyboard and that will set it to default colous.

Step 7

Go to Filter > Distort > Glass.



Change the settings to match the picture below.



Step 8

Select the text layer and open the Blending Option. Right Click on the text layer and click on blending options.



Chnage the settings to match the pictures below.

Stroke



Bevel And Emboss

Step 9

Hold down Control and push D this will deselect the text layer.

By now it should look something like this



Step 10

Create a new layer by going to Layer > New Layer and then click ok to the message that pops-up

Change the Colour To white and go to you brushes.

And choose Crosshatch 4

To get the brush Crosshatch 4 go to the brush as you can see in the picture below. in the top right hand coner theres a triangle click on that and go to assorted brushes then click append to the message that pops-up.



Step 11

Now on the new layer you just created click on the text about 3 times and you should get a sparkle effect.
